The only obstacle left is Thai returning to Thailand from Poipet (and don't need to quarantine for 14 days)

Therefore we need Thailand to implement safe and sealed travel..Green zone.. Thailand will declare region that don't have covid for 30 days to be green zone... anyone coming from the green zone will be exempt from quarantine.
