The TI thing is going to be maximum spin, i.e. just the name presents a lot, to those who don't read between the lines. Personally, I think TI's going to be a whole lot of hype, with little substance. The strategy is probably to arouse, or maintain, the interest of the European targets of a recent junket.
I also think reporting big number ppb's is a bit shifty.
