My guess is that the black means they are doing it for free - pro-bono - or at a peppercorn rate as a civic and noble US duty - LOL
Then again I believe in fairies at the bottom of the garden and even worse "Obama" is a savoir rather than the trumped up straw that a desperate nation is trying to clutch onto as they collectively financially drown.
