The treaty bans signatories from using violence to settle conflicts in the region.
We live in a region very much foreign to ourselves and we have our neighbours thinking along these lines to create a treaty such as this that we don't want. I just can't see the logic behind Mr Howards refusal. Would have to have doubts about Australias motives, as it just may be the countries in this region have concerns about us.
