because they have been in negotiations with potential partners for 12 months and PPL is the next step for LCK. We are coming to the pointy end of the stick where these things are likely to occur. The SA government are in the process of cutting through red tape and reducing significantly the amount of time for issuing PPL. It's coming... the question is whether you are ready for it.
