If the BOT is assisting in filling a big order then I can pretty much bet it's out of Hong Kong.
UBS in Hong Kong were the No1 performer amongst the investment banks in 2009. I know ARM presented to UBS in late 2008 a couple of times. UBS in Hong Kong represent major mainland Chinese interest as well as other Corporates/Significant Investors in the Asian region.
I will do my best to confirm where the interest is coming from.
