basically he said until they have all of it it is meaningless, as any one step can trip it up. He is still hopeful that no missteps will happen but he is not counting his chickens yet, as nor he should. He doesn't even know when it will get reported to him as that is not done from in house. makes for greater transparency and less chance of a leaky ship.
