I have listened to mining engineers and management address that.
When nothing is happening, the best thing to do is nothing.
No one can know time lines are ahead.
This is what I recall hearing.
It can take millions to build. When stuff sits there idle, rust, dust can cause damage, oil and lubricants in equipment dries out, machinery become outdated, Theft because there is minimal or no staff, the cost of insurance. Then the cost to recommission again.
