    Some would try and have you believe that the tribals unanimously support the development. The reality is a devisive spectrum ranging from bought-out chieftans to the disenfranchised involved in armed resistance.

    I think there about 5000 that would need to be relocated. Seemingly, agreement to relocate would need to be unanimous, short of forced relocation and warfare.
