I have never trusted the Tricom guff, historically it's proven overly optimistic on Selmo.
Accepting the USR program didn't get a satisfactory return, there is still an awful lot of OOIP, and recovery low. I expect there will be another more successful approach, however agree that meanwhile the 11.3 mmbo will need substantial writing down (not that IPM was ever valued on this).
