Fly Ash reuse is a good idea because there is a good supply that is currently a loss for the owners, ie generators. Some use in cement and concrete, but many possible uses will have to deal with the fact that it usually has a higher than acceptable (for those uses) level of radioactivity (yes, coal often has an elevated level of radioactivity). Worth looking for uses though!
