Looks like ECT want ownership of the pre commercial plant for coldry and matmor.
The only way for that is to provide the funding.
Under the make it india the r &d is only applicable to companies that have in house established r & d centre . fortunately both nlc and nmdc have established r & d centre and large funding available.
