I think you will find it is because of the "wet" season.
Get the drilling done and out of the way, otherwise more Cr's to finish the scope.
Simple, maybe too many people reading too much in to the need to get a move on.
Time is money and AGJ/BB do not want to be raising funds if they can avoid it
