Lets be totally honest, when you say "clear" you mean to you and perhaps a few other people. But in reality its not clear because as you've stated its only an assumption or "something". You've also said "BML may be a target". There are multiple terms in your post that explicitly illustrate ambiguity. That aside, you haven't and won't be able to provide any proof. Why? Because none exists. Occam's Razor pal.
Have you considered any going "quiet" might coincide with people who ramp going quiet?
