I suspect that if Torey thought that CIFI was a certainty and has things semi-ready to go there is no way he would ann this. he has said too much already (counting chickens before they hatch) and has learned form that ,that the market does not take this kindly.

Just waiting for market sentiment to change.................could be a while I think
