Often with good news, it has been priced in already and the confirmation of expectation leads to a fall in SP. I am not so sure that would happen with TNG (this time) because the news we are hoping for would make the crucial 'financing' of the project a much nearer thing.
The pricing of a deal on finance has not yet anything like been fully priced in so anything significantly increasing its likelihood should cause a sharp increase in SP - just my view of course.
