They should register anyone diagnosed with AMETS, as a "metal defective" that way, they would be forbidden from obtaining a drivers licence. The problem with 'Terrorists' is that they don't break the law until, well they break the law (terrorist attack). So if those with AMETS were classed as "mental defectives" authorities have the power to keep track of them and limit their actions.
