As for comparing State Vic vs Min debt : one is funding productive assets one is not (and it seems you don't know the difference?) however you have one thing correct, at least one entity can fund its way out of a debt crisis (by issuing more shares .... don't get me wrong - I sincerely hope they don't raise) but at least that is an option.
As for Vic (Inc)...well last I checked post federation they can no longer issue their own currency...
