Trump seems kind of trapped. He wants to escalate the conflict with China but he's waking up to the fact that he can't push it too far until he gets rare earth production under wraps.
So ETM Investors can't really lose . As in if Trump plays hardball. Then China restricts the rare earths for longer undoubtfully forcing prices up. Which is a bonus for ETM
Or Trump backs down and then seeks alternate supply Which can supply the us long term and is easily defendable. Which can only be ETM. Which benefits ETM again. Either way benefits ETM It's just a matter of how much
