It means the poor mugs in the rust belts were hoodwinked by the Russians with their hacking and fake news and used as a weapon by the Trump campaign. Most voters voted for Hillary Clinton but the Rust belt collectively had a higher weighting for their voters and Trump was able to win with a minority vote helped by the Russians who obviously did it in their own interests and not that of the USA.
