You are correct on everything (as opposed to contraryj). Obama wanted congress to sign the TPP but the point is moot now that Trump will take over. Abe has said without the US, TPP is pretty much dead.
The 45% tariffs on Chinese goods is trickier (too complicated to try to explain in one post). But I think Trump might be saying that to get leverage for a better deal. We'll have to wait and see.
