I have a solution. Everyone must report for their social security number to be copied on a micro chip to be implanted on the back of the neck.
Photo ID will be taken at the same time and must be updated every five years, for those that don't report, they are arrested and photos are taken by force. Photos are stored on a government database with social security details.
Simple process on voting day, just rock up have your micro chip scanned.
