Not sure that argument is to strong give those that do vote obviously have very strong opinions which by human nature are driven by perceived self interest but i do get your drift. Must be a fairly complex issue trying to determine the effects or otherwise of compulsory v non compulsory voting and of course there is usually not much more than a 50/50 split in ballots. This USA election the total vote in a non compulsory system was split almost down the middle with the Dems actually receiving a bit more of the total vote while the state by state vote went to the GOP.
