Hi Toni, it is more likely to be their behaviour that results in them being institutionalised (a danger to themselves or others) rather than their beliefs. That's why the FBI has watchlists, they know or have suspicions on what some people's beliefs are but need to watch for acts that are illegal.

So yes people are still entitled to belief things, even if they are not correct.
