How does that address my point...if he committed state fraud and you're arguing he did so to change his tax exposure...then if that if illegal..why didnt the IRS chose to prosecute?
Likely because they see it all the time and they know its the norm and not illegal and they know the disastrous impact it would have on the investing milieu of NY.
