That's a feature not a bug.
Look at a map, (R)s represent a large majority of the map. The founding fathers, in their wisdom, decided that NY and La/SanFran should not elect the president. But there is no gerrymander, the states' electors in the college are adjusted to accomodate population shift, hence Cal has lost an elector as residents flee to Tx.
Our PM has not been elected by popular vote, it is by the majority of MPs. See the similarity?
