I think the actual moral panic was that it was reported (in California from memory) that abortions could occur at / after full term. I.e., murdering live, viable babies post birth.
Amazingly, that one seems to have come from Trump as well.
Harris seemed to focus on mothers who mis-caried couldn't get a procedure to to remove a non-viable baby without risking prosecution. But the abortion debate is MUCH more nuanced and complex than just killing babies.
