Governments know there is a huge economy in it.
Damage has to be reconstructed. Arrests are an economy. Homelessness is an economy. Laundering ill gotten gains is an economy. Everything involved with humans.

there is far more profit - both in money and in political capital in bringing your lost and forgotten with you

it is what creates nations - and nations are far more wealthy than baggy arsed little countries.
