Of course one would never get all of them - but, one could get the vast bulk - IF one was interested and had the will.

if one sets up things well, - makes sure that people are housed and fed and feel secure - then, offers free education and in particular has industries set up to absorb graduates
people will come. When they see a future - they come alright. In large numbers.
