oh yes, they would come - if they were encouraged. If they were given the opportunities and supported.
Of course one would never get all of them - but, one could get the vast bulk - IF one was interested and had the will.
Recall the problem that Bob Hawke had after Whitlam made university education free -
Hawke's problem was ---------- too many Aussies wanted to go to Uni.
if one sets up things well, - makes sure that people are housed and fed and feel secure - then, offers free education and in particular has industries set up to absorb graduates
people will come. When they see a future - they come alright. In large numbers.
