IMO - most people noticed Biden's decline in the last few years - cognitive and physical
It's presently not hard to notice a level of decline in Trump either
there is a big difference however, and that is that Biden's decline came AFTER an election
Trump's decline is BEFORE an election.
God knows what Trump will look like in 4 years. (same for Biden of course, in fact, I suspect that Joe might not be around in 4 years the way he's going)
IMO - no way should Trump be even running - for a variety of reasons, - apparent beginning of mental and physical decline is merely one of them.
