So in the great land of technology innovation - why don't they fix the root cause of concern on mail in voting, instead of inhibiting democracy?

1. The virus will still be an inhibitor to voting in person.
2. The shutting down of polling booths in 'non republican zones'.

Your hero is frightened of the peoples vote.
