It's very hard to separate his rhetoric from the reality, since he has a very erratic personality. I do expect a damper on policy through backdoor routes and policy, that effectively lengthens the timeline of the US obligations to its agreement. Extending deadlines seems to be an effective tool that many governments use to slowly break policies, agreements, bills, etc.
