"the thing is......ONLY the Russian state has access to Novichok"

I don't think that's correct. Novichok was produced in Soviet laboratories during the 1970s and 1980s, but after the dissolution of the Soviet Union it was, like everything else, obtainable with money. For example, it is known that the BND purchased a sample of Novichok from a Russian military scientist in the 1990s and passed it on to its Western counterparts.

And besides, the lab in Munich that presented the Novichok claim is neither neutral nor independent. It is under the command of the German army, which is playing a leading role in NATO’s military build-up against Russia and has a direct interest in discrediting the Russian government.

The German government is under immense pressure from the United States to stop the construction of the Nord Stream II gas pipeline, and the latest events have already accelerated calls for an abandonment of the project.

There are many political actors and interests who could have benefited from the death of Navalny, the absolute least likely is the Putin regime.

Not saying this to defend Trump at all, he will probably jump on the bandwagon soon enough. https://www.wsws.org/en/articles/2020/09/05/pers-s05.html
