In economics tariffs are always considered bad, however, there are legitimate reasons for putting tariffs in place to protect local industries. Mainly to protect a strategic industry such as steel and aluminium. If Trump wanted to start a proper trade war he wouldn't have chosen steel and aluminium since China doesn' even export that much into the US. Anyway should be interesting to see how this turns out.
