Simple 3 step solution:
1) ID checks mandatory, military grade weapons outlawed;
2) Amend the Second Amendment - not everyone has the right to bear arms;
3) All persons displaying violent, aggressive tendencies towards others to be rounded up, lined up and promptly shot with their own weapons.
May need to start a new Political Party - POLITICIANS WITH BACKBONES!
