I wasn't bothered when Howard placed a partial ban on semi autos, given they are seldom necessary for hunting. But keep in mind that semi auto handguns are still available to licensed shooters, as are semi auto rifles to the farming community. What Howard did was a rational response, but he also created a thriving black market in firearms - estimated to be between 20o,ooo to 400,000. And there are now more legally obtained firearms in public hands than there were when the ban took place.
