Did not Trumps appointee for Attorney General issue his summary as I have posted?

Did not as I have posted, the Attorney General say in his summary that while the report did not conclude the President had committed a crime it does not exonerate him on the issue of obstruction of justice and that based on the evidence presented it is up to the Attorney General to determine whether a crime has been committed?

Is it not a fact as I posted that Congress want the full Mueller Report to be made public?
