He has drummed on for three years (and campaigned on) NATO stepping up. The ball is now in their court. Trump has made it abundantly clear that the US isn't going to be in the business of nation building, useless wars and be the world's police, especially when NATO allies don't pay their fair share.
As Trump has said MANY times, "our protection is being abused by wealthy nations and that stops with me".
