Having a China free supply has been taken seriously since 2010 when China cut off its supplies of rare earths to Japan. This motivated Japan to secure a China free supply and back Lynas. Military consumption of rare earths is dwarfed by consumption by green technologies and industries like electric cars and that is where the money is being made right now., this is what sustains MP and Lynas, not government money or military demand. The US has been talking about getting a secure supply for years and years, way before Trump and we (4 year later) , we are still waiting. The increase in Lynas SP starting in Sept, Oct last year tracked the increase in rare earth oxides prices in China.
