It's not military demand that I or Trump was talking about it's that access to rare earth minerals is now a national security issue for the US. And this issue is the subject of an uncontested executive order, they can force companies not to act in a way that adversely effects national security. At the moment if company x buys rare earths from China the US government can't force them not as there are no other suppliers at the required volume. This is why Lynas has Pentagon backing to build plants in the US, once they can supply in volume the US Govt can force companies to purchase from them and not China. Lynas is part of a global strategy to reduce the reliance on China as a supply chain.

The US govt has made no mention of forcing companies to buy non Chinese rare earths anywhere, ever.
