Trump is correct , the forests in California have excessive undergrowth , the natural predation of deer by mountain lions has been curtailed , causing population explosions of deer followed by mass starvations , and undergrowth taking over .
Add in the greenies preventing forest fire breaks , from being used .
I lived in California for about 8 years around Sacramento , there were goat herders (from the Azore Islands) that were doing a good job of maintaining the undergrowth but too few and not funded at all , while all the funds went to the Greenies and the fire service , the ambulance at the bottom of the cliff syndrome .
