In response to #1, isn't this an argument for more testing? If the level of testing in these states is inadequate for contact tracing then wouldn't the answer be to do more? #2, OK, I'll admit that there is some logic in that but I don't believe that was ever Trumps justification to lower testing. He wants to lower testing levels so less cases are discovered.
#3, There is still a belief that people can be infected more that once, so the idea of Herd Immunity is moot.
