Presumably with a market the size of the United Sheetholes of America there will be an extra incentive to manufacture panels there.

China has created a glut of panels. We saw the same with the panels for TV's.
China has adversely affected USA based manufacturers due to Chinese tax incentives as they themselves roll out renewable energy to combat pollution.

Interesting that post GFC stimulus during the Obama administration help increase Chinese imports as manufacturers found loopholes to get around the "Buy America" clause.

I can't see why a modern robotic factory in one of the poor sheethole States can't be established with tax relief from a State Government.

I wonder if the Chinese will be dumping panels in Australia if sales fall in the USA for a time.
