China has been exporting rare earth at a very cheap price as the normal soil. I think China has just realized they have sold them out too cheap and now they need to raise the price.

Since China is moving to establish itself as a world power, they need more advanced technology to do that and hence more rare earth to produce those accurate techno stuff. Japan has been buying cheap Potteries from China because they know those potteries contain a lot those rare earth elements.
I think as soon as China starting control the export, Rare earth price will go up dramatically. Those so-called analysts who are talking down the price have strategic reason, they want them cheap so their countries can get more of them at cheaper price to counter the influence of China in the future.
