Abbott doesn't need to do any such thing. An election is not scheduled for two years, but the government may collapse before then. Abbott has already said he will repeal the tax and the associated compensation if elected.
His best tack is to propose that an Abbott government will not move toward pricing CO2 until the world's major economies and our major competitors do. In fact I expect that's what he will do. That makes sense. That won't happen until the science is actually settled - not based on a show of hands as the IPCC claims.
