The income from the franking credits gets spent anyway which provides jobs and economic stimulus/activity*, its not like senior citizens are trying to die with $500k unspent in the bank, and for those it does happen to, the money will then be spent by someone else.
*technically, money spent overseas (holidays etc) does go to other economies though.
