Low PE does not necessarily mean cheap

Multiple issues over the last 3-4 years which has impacted market sentiment - board spill, largest shareholder did not get a seat at the table, multiple to-fro between board & that shareholder (defamation suit, but unknown at this stage what happened), lack or understanding or trust in the Balbec transaction, poor customer reviews compared to CCP, many years of excuses as to why earnings are not accelerating, multiple purchases with again lack of material impact to earnings, CEO change, multiple CFO changes etc etc

I'm a long term holder, but even with earnings of 16-18c not sure the market is willing to look past the history until mgmt deliver some decent results......not 5-10% increase but 20-30% given how much money they have sunk into the purchases.
