Yeah, he's actually one of the good guys, but I think he's left his run a bit late now and the only way he could slow up proceedings was to say he hadn't had enough time to check out the proposed new laws.
He voted in the two laws by voice in the first senate vote but is just now questioning them, I think he's not happy with the end result after the bargaining on the state preemption law outcome, to be fair he's probably correct!
