He needs to be seen as the lone wolf calling out the inadequacies of any legislation. If its lean on oversight, call it out. If its heavy on it, call it out. Note in talking about under legislated states he made no mention of Kentucky, his own. He is focused on being a champion for appropriate government.
Equally disconcerting when you realise he is actually a medical doctor. He'll bluster but then the thing will happen. He can claim to have attempted to make a difference to something he didnt get credit for any input to previously.
