To short a stock you need to borrow it from somewhere first and no broker would have TSO in a large enough quantity to lend out to meaningfully impact the share price. A 0.2% short trade volume from your chart is absolutely nothing that's like 200k shares in a week of trading assuming where your sourcing your information is even correct?

For context, GME had an open short position of over 140% (yes it had more shorts than actually number of shares in existence because of derivative contracts not a typo) and that's why all the smart ones pounced on it because they knew that if they forced a squeeze, to close out their short positions they needed more shares in physical existence to actually do so.
